Homeowners will soon be able to add an extra two floors to their houses without needing full planning permission.
Under new permitted development rules, it will be easier to build up, and the new proposals include converting commercial buildings to residential.
The government believe the current planning restrictions are a barrier to development, the government hopes to prompt people to build more bedrooms or flats for elderly relatives and create additional apartments. And redundant spaces can be utilised to revive town centres and high streets.
